Meeting Minutes

Call to Order: A meeting of the Bucks County Consortium was held at Doylestown Township on June 4, 2009 and called to order by Mr. Tieperman at 9:25 a.m.

Approval of Minutes - May 7, 2009:

Mr. Cjazkowski made a motion, seconded by Mr. Pellegrino, to approve the Minutes of May 7, 2009. Motion carried.

Treasurer’s Report and Payment of Bills

Ms. Bell presented the Treasurer’s Report for the month of May 2009. A motion was made by Mr. Cjazkowski and seconded by Ms. Weniger, to approve the Treasurer’s Report for May 2009. Motion carried.

Presentation:

Mr. David Connell presented the new regulations for the NPDES stormwater general permit that will go into effect March 2010. Currently, this is in the public comment stage and the Montgomery County Consortium has been at the forefront of commenting. Ms. Michele Fountain explained the current permit and the expiration date. She also went into detail on both the existing and new permits, changes in the total maximum daily load (TMDL) on some waterways, and many new requirements. Their presentation was followed by a question and answer session. The Consortium decided to hold a special meeting on Monday, June 8 th at Warwick Township to get more feedback from members on whether they wished to move forward with the Montgomery County Consortium or work with a separate attorney to comment on the new requirements.

The second presentation was given by Mr. David Thompson and Mr. David Weinstein on the current state of the municipal bond market, the municipal bond rating situation, and handling municipal bond work for municipalities. Their presentation was followed by a question and answer session.

Community Updates

Ms. Weniger gave an update on the Labor Law Workshop scheduled for Thursday, June 18, 2009.

Mr. Tieperman and Ms. Coaxum provided the group with information about the Montgomery County Consortium supported ICMA workshops. The group agreed to participate with the intention of asking the Montgomery Consortium to hold half of any future workshops in Bucks County.

Other Business

A motion was made by Mr. Granger and seconded by Mr. Cjazkowski, to approve the 2009 Salary Survey. Motion carried. The group also asked to have the Meyner Center contact the Consortium in December for approval of that year’s salary survey so that it can be completed earlier in the year.

Adjournment

Mr. Pellegrino made a motion to adjourn the meeting at 10:45 a.m. This motion was seconded by Mr. Cjazkowski. Motion passed.
