Meeting Minutes

Call to Order: A meeting of the Bucks County Consortium was held at Warrington Township on September 5, 2008 and called to order by Mr. Tieperman at 9:30 a.m.

Approval of Minutes - June 5, 2008

Mr. Czajkowski made a motion, seconded by Mr. Pellegrino, to approve the Minutes of 5 June 2008. Motion carried.

Treasurer’s Report and Payment of Bills

Mrs. Bell presented the Treasurer’s Report for the months of June, July and August 2008. A motion was made by Ms. Weniger and seconded by Mr. Pellegrino, to approve the Treasurer’s Reports for June, July and August 2008. Motion carried.

Presentation: Brad Remig of Public Financial Management and Randy Lawlace of Janney Montgomery Scott presenting an Update on the Condition of the Credit and Bond Markets and the Impact on Municipal Borrowing

Mr. Remig and Mr. Lawlace gave a presentation entitled Market Update and Financing Capital Projects. They went over what to look for when financing capital projects such as current market conditions, borrowing guidelines, types of borrowing options, sample debt repayment structures, interest rate swaps, and their contact information. A handout was provided for all in attendance.

Presentation: Chris Tomlinson of InR Advisors presenting an update on township pension plan investments

Mr. Tomlinson focused primarily on 457 plans and how to invest into them and what municipalities should be looking for when offering these plans to their employees and the proposed fees companies are now charging to self directed individual account plans.

Presentation: James Reed of Verizon Wireless presenting services for wireless communication

Mr. Reed presented the Consortium with different Verizon plans that could potentially save Consortium members money on their cell phone bills.

Appointment of Consortium Coordinator:

Mr. Pellegrino made a motion to appoint Katie Braun as Consortium Coordinator to replace Brian Shapiro, this was seconded by Mr. Czajkowski. Motion carried.

Community Updates

Mr. Woglom gave an update on the salary survey and reminded members that it is due by the end of the week.

Mr. Tieperman stated that he received a letter from Eureka Stone Quarry in regards to the Consortium Crushed Aggregate and Paving Materials asking for a price adjustment in the rates that we got for the bid. He stated that his Solicitor is currently looking at this to see if our contract mentions anything in regards to a price adjustment.

Mr. Tieperman also brought up that the PA League of Cities announced that a piece of legislation is going to be released that mandates municipalities in surrounding areas to meet on a monthly basis and then file a report at the end of the year on what they accomplished.

Mr. Scott announced that he is looking into LED lights and if anyone was interested in talking with him to contact him at Warwick Township.

Mr. Dorand alerted all the Consortium members that a fierce storm is headed our way for Saturday and encouraged municipalities to alert their staff to the possibility of high winds and down power lines.

Mr. Tieperman asked if any municipality charges their police department co-pays for health insurance. It was noted that Newtown Township and Hilltown Township charge their Police Department co-pays for insurance.

Mr. Czajkowski made a motion, seconded by Ms. Weniger, to adjourn the meeting at 10:54 a.m. Motion carried.
