Meeting Minutes

Call to Order:

A meeting of the Bucks County Consortium was held at New Britain Township on April 3, 2008 and called to order by Mr. Tieperman at 9:45 a.m.

The following Bucks County communities were represented at the meeting:

Approval of Minutes - March 6, 2008:

Mr. Czajkowski made a motion, seconded by Mr. Davis, to approve the Minutes of 6 March 2008. Motion carried.

Treasurer’s Report and Payment of Bills:

Mrs. Bell presented the Treasurer’s Report for the month of March 2008. A motion was made by Mr. Pellegrino and seconded by Mr. Lippincott, to approve the Treasurer’s Report for March 2008. Motion carried.

Presentation: Lafayette College Meyner Center for the Study of State & Local Government by David Woglom:

David Woglom who is Associate Director for Public Service for the Lafayette College Meyner Center for the Study of State and Local Government presented. Mr. Woglom talked to the membership about the Meyner Center. The Meyner Center provides municipalities with assistance to comply with state and federal regulations, conduct executive search services for positions of manager, secretary, police chief, and other officers, negotiate labor contracts, prepare studies and financial analyses, help prepare salary/benefit, utility rate, and trash collection surveys, and prepare grant applications and administer government programs. The Meyner Center can also sponsor educational sessions for local and state officials, create and organize training programs for municipal officials and staff, and sponsor and host speaker presentations for officials and the general public. Mr. Woglom answered questions from the membership.

A motion was made by Mr. Olpere and seconded by Mr. Czajkowski to have Mr. Woglom prepare a proposal for a salary and benefits survey not to exceed $6,000.00. Motion carried.

Announcements for Knowledge:

Mr. Pellegrino announced that Christopher Christman has been appointed as the Hilltown Township Manager.

Mr. Olpere announced that Perkasie Borough has started the interview process for an Assistant Borough Manager. If any municipality has any interested candidates he asked the membership to please submit them to him.

Mrs. Weniger asked the membership about the recent audits by DEP for the recycling grants. The membership decided that the June meeting should be dedicated this topic.

Adjournment:

Mr. Czajkowski made a motion, seconded by Mr. Davis, to adjourn the meeting at 10:50 a.m. Motion carried.
