Meeting Minutes

A meeting of the Bucks County Consortium was held at East Rockhill Township’s Markey Park on September 6, 2007. The following individuals were present:

Preliminary Remarks

Bob Pellegrino called the meeting to order, announced the morning's agenda, and thanked East Rockhill Township for sponsoring the September meeting of the Bucks County Consortium.

Approval of Minutes

Linda McNeil made a motion, seconded by Brian Shapiro, to approve the Minutes of 7 June 2007. Motion carried.

Treasurer’s Report

Vivian Bell presented the Treasurer’s Report for the Summer months. A motion was made by Brian Shapiro, and seconded by Linda McNeil, to approve the Treasurer’s Report for the Summer months. The motion included the payment of three checks to Milford Township to cover the cost of the annual Consortium picnic. Motion carried.

Presentation: “Human Resources Outsourcing and Talent Management”

James Jones, President and CEO of QSI Consulting presented. He began his presentation with a discussion of a proposal introduced by Bensalem Township in January of this year. The proposal “identifies potential minority and women candidates for police officer vacancies (by using an outside agency that) would conduct a training program to prepare them for the Consortium police test and provide in depth information as to the recruitment process in various departments.”

Mr. Jones then provided the membership with a Power Point printout of his presentation titled “HR Shared Services: Police Pre-Recruiting Services”. His discussion had been outlined as follows: corporate objective, QSI history, QSI accomplishments, shared services, need for growing police forces, forecast & projections, forecasting personnel, and hiring trends. At the conclusion of the presentation he identified the cost for QSI’s services as well as what could be expected for the fee.

Presentation: "PACOG"

Linda Costa, PACOG Executive Director, presented the topic of the Pennsylvania Council of Governments (PACOG). Included in her presentation were the following primary topics: what is PACOG, primary characteristics of a COG, advantages of joining a COG, program funding options, the role of COGs in solving regional problems, current status of COGs, current problems of COGs, and a summarization of the topic. New and Old Business

Bob Pellegrino stated that the Consortium received the paperwork for the membership application of Bedminster Township. However, because of the limited number of municipalities represented at the September meeting, a future e-mail will solicit and obtain the required votes.

Bob Pellegrino stated that the October meeting of the Consortium would be held at Giuseppi’s Restaurant located on Second Street Pike in Richboro. The guest speaker for the meeting is John Cortino, Executive Director of the Pennsylvania State Ethics Commission. The cost for the event is $12 per person, and reservations should be made with Vivian Bell, Treasurer.

East Rockhill Township held a drawing for Consortium members to win golf balls provided by a local vendor.

Adjourn Brian Shapiro made a motion, seconded by Anne Klepfer, to adjourn the meeting at 10:50AM. Motion carried.
