BUCKS COUNTY CONSORTIUM Thursday, May 3, 2007 Meeting Minutes A meeting of the Bucks County Consortium was held at Bucks County Water & Sewer Authority on May 3, 2007. The following individuals were present: Chuck Barrett, Commerce BankVivian Bell, Warrington Township Carole Bigham, Delaware Valley Insurance Trust John Boyle, Newtown Township Bill Cmorey, Bensalem Township John Cornelius, New Britain Township Joe Czajkowski, Upper Makefield Township John Davis, Doylestown Borough Judy Decker, West Rockhill Township Mark Fournier, Telford Borough Tim Hagey, Warminster Municipal Authority Michael Harty, Rockledge Borough Tom Hough, Hough Associates Ben Jones, Bucks County Sewer & Water Authority Cathy Kichline, New Britain Township Mary Beth Lake, PLCM Rick Lee, Delaware Valley Insurance Trust Linda McNeill, Tinicum Township Bob Pellegrino, Newtown Township Richard Sabol, Upper Southampton Township Herb Schoell, Upper Southampton Water & Sewer Authorities Brian Shapiro, West Rockhill Township Keith Truman, Perkasie Borough Robin Trymbiski, New Britain Borough Gail Weniger, Warwick Township Preliminary Remarks Gail Weniger called the meeting of 3 May 2007 to order, announced the morning's agenda, thanked the Bucks County Sewer & Water Authority for hosting, and thanked members for attending the May meeting of the Bucks County Consortium. Approval of Minutes John Davis made a motion, seconded by Bob Pellegrino, to approve the Minutes of 5 April 2007. Motion carried. Treasurer’s Report Vivian Bell presented the Treasurer’s Report for the month of April. The ending balance for April was $26,578.54. Vivian Bell noted that the Consortium mailed a gift card to Dan Olpere who is recovering from surgery. Motion to accept the report was made by John Davis and seconded by Joe Czajkowski. Motion carried. Presentation: “ Pennsylvania League of Cities and Municipalities (PLCM)” Mary Beth Lake, PLCM’s Director of Group Business Programs, presented the topic. Prior to commencing her presentation she distributed a folder of PLCM program information to all Consortium members. Included were “Services for Effective Government”, “PELRAS”, “Municipal Web Management”, “Pennsylvania Utility and Telecom”, “Pooled Purchasing Power”, “L3P Cooperative Purchasing”, “Public Employers Preferred Health Plan”, and “Traffic Signal Retrofit”. She discussed the information in detail noting that a participant does not have to be a member to participate in PLCM programs, and that offered programs are on a regional basis. Joe Czajkowski and other members asked about and discussed the location of training opportunities closer to Bucks County.Annual Consortium Picnic Update Gail Weniger discussed preliminary plans for the upcoming picnic to be tentatively held on July 13 th - a week earlier than originally planned. June Meeting Gail Weniger stated that June’s meeting will include a third and final presentation on the topic of GIS. The group of speakers is expected to include someone that can discuss Chester County’s GIS program, and someone from the Heritage Conservancy. New and Old Business Gail Weniger notified the membership that paperwork requesting membership for Northampton, Bucks County, Municipal Authority has been received. Action on membership is expected to be taken at the June meeting. Several items were discussed under “New & Old Business”: Tom Hough of Hough Associates notified the membership about recent changes in leaf and yard waste requirements and programs; Bill Cmorey discussed QSI Consulting’s proposal titled “Police Pre-Recruiting Services”; Mark Fournier and Gail Weniger discussed the annual wage and salary survey; and Gail Weniger and Bob Pellegrino discussed police contracts and the availability of the contracts on the Consortium website. Adjourn Bob Pellegrino made a motion, seconded by Mark Fournier, to adjourn the meeting at approximately 10:10 AM. Motion carried.
