BUCKS COUNTY CONSORTIUM Thursday, April 5, 2007 Meeting Minutes A meeting of the Bucks County Consortium was held at Doylestown Township on April 5, 2007. The following individuals were present: Chuck Barrett, Commerce BankJohn Boyle, Newtown Township Lynn Bush, Bucks County John Cornelius, New Britain Township Jim Coyne, Lower Makefield Township John Davis, Doylestown Borough Judy Decker, West Rockhill Township Katrina Harding, Warwick Township Dick John, Doylestown Borough Bob Keough, Bucks County Cathy Kichline, New Britain Township Rick Lee, DVIT Stephanie Mason, Doylestown Township Kate McGovern, Doylestown Township Linda McNeill, Tinicum Township Bob Pellegrino, Newtown Township Richard Sabol, Upper Southampton Township Tom Scott, Warwick Township Brian Shapiro, West Rockhill Township Marilyn Stecker, Milford Township Michael Stokes, Montgomery County Keith Truman, Perkasie Borough Jeff Vey, Milford Township Gail Weniger, Warwick Township Preliminary Remarks On 1 March 2007 the Bucks County Consortium had Timothy P. O’Reilly, a labor relations attorney with Morgan, Lewis and Bockius in Philadelphia, present on the topic “Municipal Manager Employment Agreements”. Attendance for the presentation was restricted to Municipal Managers and Assistant Municipal Managers. Gail Weniger called the meeting of 5 April 2007 to order, announced the morning's agenda, thanked the hosting municipality, and thanked members for attending the April meeting of the Bucks County Consortium.Approval of Minutes Stephanie Mason made a motion, seconded by Bob Pellegrino, to approve the Minutes of 1 February 2007. Motion carried. Treasurer’s Report Richard Sabol presented the Treasurer’s Report prepared by Treasurer Vivian Bell for the month of February and March. The ending balance for February was $25,546.43 and for March was $26,160.44. Richard Sabol also presented the Treasurer’s Membership Report showing all members with paid dues except for Penndel Borough. Paid Sponsoring Members for 2007 include DVIT, Commerce Bank, Hough Associates, Comcast, United Computer, Keystone Municipal Services, and Citigroup Global Markets, Inc. Motion to accept the report was made by Stephanie Mason and seconded by Bob Pellegrino. Motion carried. Stephanie Mason made a motion, seconded by John Davis, for the Consortium to sponsor APMM at a cost of $1,000. Motion carried. Presentation: “ESRI” Katrina Harding, Warwick Township’s Land Development & Special Projects Coordinator, discussed a GIS document prepared by Matt Martini of ESRI. ESRI’s plan was written to develop a GIS infrastructure that would support a Municipal GIS Consortium. Ideally, the GIS Consortium would share data among the members of the Bucks County Consortium and provide it “with capabilities for the automation, analysis, management, display, and output of any information that can be referenced geographically”. Ms. Harding’s discussion included a Power Point presentation that she prepared. Presentation: “Montgomery County's GIS ” Michael Stokes, Assistant Director of the Montgomery County Planning Commission presented. Annual Consortium Picnic Update Jeff Vey discussed preliminary plans for the upcoming picnic to be tentatively held on July 20 th. He stated that Milford Township would again host this year’s picnic. New to this year is expected to be the presence of vendor booths, and expanded picnic activities such as volleyball. Corporate sponsors for the event are expected to be Comcast and Commerce. Additional picnic information will be presented at the May meeting. Fuel Bids Richard Sabol presented members with fuel bid documentation for 2007. Members not in attendance will have their bid packets mailed. Adjourn Tom Scott made a motion, seconded by Jeff Vey, to adjourn the meeting at approximately 10:50 AM. Motion carried.
