Meeting Minutes
A meeting of the Bucks County Consortium was held at the Bucks County Water & Sewer Authority, on September 4, 2003. The following individuals were present:

Preliminary Remarks
John Cornelius called the meeting to order and announced the morning's agenda.
Approval of Minutes
A motion was made by Stephanie Mason, and seconded by Paul Williams, to approve the Minutes of 6 June 2003. Motion carried.
Treasurer's Report
The Treasurer's Report for July and August 2003 was presented. The July ending balance was $9,416.64 and the August ending balance was $9,323.03. John Cornelius reported on a $1,000 donation in July for an ICMA training seminar. Upon a motion by Bob Pellegrino, seconded by Tom Harwood, the Treasurer's report of July and August 2003 was unanimously approved.
Presentation: “Transportation Improvement Program (TIP)”
John Cornelius introduced Rich Brahler and Lynn Bush of the Bucks County Planning Commission, and they presented on the topic of the Transportation Improvement Program (TIP).
Lynn Bush and Rich Brahler stated that a program introduction letter was sent to all Bucks County municipalities in July. TIP provides municipalities with the opportunity to request project funding for long range transportation plans. Suggestions for obtaining funding include: “doing your homework”, completely answering the application, selecting one or two top priority projects, talking to representatives about funding, providing a local match, etc. Successfully funded projects do not have to be road related; funded projects have included bike paths, train stations, etc.
County road maps and various pieces of literature were made available to members. Questions concerning the program can be directed to Anita Everhart of the State Transportation Commission at 717.787.2913, or the Bucks County Planning Commission at 215.345.3400.
Additional topics that were discussed include open space, critical natural areas, storm water management (mandatory water controls, NPDES, etc.), intergovernmental cooperation via environmental advisory commissions (EACs), aerial photography for planning purposes, etc.
Stephanie Mason reported on the Doylestown Township EAC, and the extent of its cooperation with neighboring municipalities.
Presentation: “State Government Update”
Bruce Fosselman presented. Included in his presentation were the following: the amount and types of funding that are available for intergovernmental cooperation, the timetable for the implementation of the statewide building code, the types and characteristics of the municipalities that comprise the Commonwealth, etc.
Old & New Business
Robert Pellegrino reported on Newtown Township’s effort to reduce telephone costs.
John Cornelius announced the agenda for upcoming meetings of the Bucks County Consortium which include road management. The next meeting will be held on Thursday, October 2, 2003 at Warwick Township.
Adjourn
John Cornelius thanked the Bucks County Water & Sewer Authority for hosting the meeting. The meeting adjourned without motion.
