Meeting Minutes

A meeting of the Bucks County Consortium was held at Warrington Township, on April 3, 2003. The following individuals were present:

Preliminary Remarks

John Cornelius called the meeting and announced the morning's agenda.

Approval of Minutes

A motion was made by John Davis, and seconded by Mary Flagg, to approve the Minutes of 6 March 2003. Motion carried.

Treasurer's Report

The Treasurer's Report for March 2003 was presented. Included in the report was an update on dues; all members have paid their 2003 dues. Upon a motion by John Davis, seconded by Mary Flagg, the Treasurer's report of March 2003 was unanimously approved.

Presentation: “Dealing With Troubled Employees”

Jacob Stone, a licensed clinical social worker practicing in Doylestown, presented. He spoke about how to best deal with difficult or troubled employees.

Presentation: “New Developments in Labor and Employment Law”

Joseph Rudolf presented. He is an attorney with Reed Smith, serves as arbitrator and presenter for numerous Act III Interest Arbitrations, represented employers in Grievance Arbitrations as well as Police Tenure Act Hearings, Civil Service Hearings, and Heart and Lung Act Hearings. Also, on a regular basis, he advises municipal clients on a wide range of issues involving Act 600, the Pennsylvania Labor Relations Act, Act III, Act 195 as well as the Pennsylvania Human Relations Act, Title VII, the FMLA, the ADA, and ADEA.

Old Business

John Cornelius reported that a membership resolution had been received from Haycock Township, and that action would be taken at the next meeting.

Frank Farry discussed deadlines for fire company grants.

New Business

Cornell Hopkins reported on advertising costs related to the Bucks County Consortium Road Materials bid. It was suggested that members advertise in a weekly publication. Tom Harwood made a motion to adopt a weekly paper for advertising – subject to Solicitor review. Mary Flagg seconded the motion. John Cornelius asked that more information be gathered. Bob Pellegrino volunteered to have his Solicitor review this issue.

John Cornelius informed the membership on the PELRAS conference, and stated that the next meeting coincided with the Delaware Valley Insurance Trust’s retreat.

Adjourn

John Cornelius thanked Warrington Township for hosting the meeting, and reported that the next meeting of the Bucks County Consortium would be held at Hilltown Township on May 1. The meeting adjourned without motion.
