Meeting Minutes
A meeting of the Bucks County Consortium was held at Chalfont Borough, on March 6, 2003. The following individuals were present:

Preliminary Remarks
John Cornelius called the meeting to order and requested a Moment of Silence for Chief Woods of Richland Township. He then announced the morning's agenda.
Approval of Minutes
A motion was made by Mary Flagg, and seconded by Stephanie Mason, to approve the Minutes of 6 February 2003. Motion carried.
Treasurer's Report
The Treasurer's Report for February 2003. Upon a motion by Mary Flagg, seconded by Paul Williams, the Treasurer's report of February 2003 was approved unanimously.
Presentation: “State of the Cable Industry and New Technologies”
Joe Czajkowski presented information about cable franchises, new cable TV and high speed internet services offered by Comcast, high definition TV, expansion of cable service into more rural areas, and competition (inc. satellite service).
Presentation: “Act 30 Mandatory Pension Requirements and Funding Options”
Phil Fogle, with Financial Resource Services, Inc., presented. He discussed Act 30 changes to Act 600, liability impacts, insurance options, costs, etc. The internet address for additional information is www.FRSInteractive.com. Mr. Fogle can also be reached via telephone at 610.354.0288.
Old Business
Bob Pellegrino and John Cornelius discussed a proposed amendment to the bylaws in order to create an “associate member” classification. This designation would allow vendors and other organizations with business relationships with member municipalities to participate in the organization. Tom Harwood and Jeffrey Vey raised questions and offered comments regarding the process and implications of the proposed changes. Mr. Cornelius said the executive committee would consider the comments and prepare a revised amendment for discussion next month.
Members were asked to review their membership information on the consortium website www.southamptonpa.com/consortium.html to ensure it is accurate and up to date. Any needed changes should be faxed or e-mailed to Rich Sabol at Upper Southampton Twp.
Adjourn
John Cornelius thanked Chalfont Borough for hosting the meeting, and reported that the next meeting of the Bucks County Consortium would be held at Warrington Township on April 3. The meeting adjourned without motion.
