Meeting Minutes

A meeting of the Bucks County Consortium was held at Doylestown Borough, on February 6, 2003. The following individuals were present:

Preliminary Remarks

John Cornelius called the meeting to order, announced the morning's agenda, and thanked the guest speakers for attending the February meeting of the Bucks County Consortium.

Approval of Minutes

A motion was made by Mary Flagg, and seconded by Paul Williams, to approve the Minutes of 16 January 2003. Motion carried.

Treasurer's Report

Vivian Bell presented the Treasurer's Report for January 2003. A motion was made by John Davis, and seconded by Mary Flagg, to approve the Treasurer's report of January 2003. Motion carried.

Presentation: “Health Care Overview”

Stephen Fallon presented. Included in his presentation were the following topics: the speaker’s background, health care costs and trends, factors for increasing health care costs, prescription drug trends, how employers are responding, firms offering retiree health benefits, voluntary employee benefit associations (VEBAs), health coverage variations by industry, health care negotiation considerations & objectives, internet applications for human resources, etc.

Presentation: “Storm Water Phase II – MS4”

Keith Dudley presented. Included in his presentation were the following topics: when municipal applications are due, Internet address for additional information (www.dep.state.pa.us - key word “stormwater”), Act 167 watersheds, etc. He can be reached at 610.832.6065.

2003 Salary Survey

John Cornelius discussed membership participation in the 2002 survey. John Davis made a motion, seconded by Stephanie Mason, to have Perkasie Borough conduct, compile, and distribute the 2003 salary survey. Motion carried.

APMM

John Davis reported on the APMM annual conference. He stated that the Bucks County Consortium gave APMM $1,800 in 2002, and that for 2003 it is requesting $2,500. John Davis made a motion, seconded by Stephanie Mason, to give $2,500 to APMM. Motion carried.

ICMA

John Cornelius reported that the former coordinator of the Bucks County Consortium, Charlene Stevens, is on the ICMA’s officer ballot, and he encouraged all members to vote for her.

Membership

Bob Pellegrino discussed creating an “associate member” classification. This designation would allow vendors to participate in the organization. He is looking for feedback on the concept. Mark Fournier reported that the Pennsylvania State Borough’s Association has a similar membership level.

Adjourn

John Cornelius and Bob Pellegrino thanked Doylestown Borough for hosting the meeting, and reported that the next meeting of the Bucks County Consortium would be held at Chalfont Borough on March 6. The meeting adjourned without motion.
