Richard Schuettler , Deputy Director, PA League of Cities and Municipalities
Mr. Schuettler is the Deputy Executive Director of the Pennsylvania League of Cities and Municipalities where he is responsible for operations of all League Centers, including Trust/Benefit Services, Municipal Programs, Finance/Administration, Governmental Affairs and Communications. League services include insurance trusts, a labor advisory service, a cooperative purchasing program and other municipal programs. He also acts on behalf of the Executive Director when necessary. Prior to his employment with the
League, Mr. Schuettler served as the City of Pottsville’s Administrator and a member trustee of the League’s Penn PRIME Municipal Insurance/Workers’ Compensation Trusts, as well as other League committees. He holds a B.S. Degree in Business Administration from King’s College and has received numerous certificates in various local government and public administration courses from the PA Department of Community Affairs, National League of Cities, International City/County Management Association and the Association for Pennsylvania Municipal Managers.
Lew Cohen, President, Utility Solutions Inc.
Lew Cohen has thirty-five years experience in the energy and environmental fields. For the last 20 years his efforts have focused on assisting a diverse group of end-users in coping with and taking advantage of the changes resulting from the deregulation of energy. He has procured electricity, natural gas, oil, energy services (i.e. conservation and energy efficiency improvements) and alternative energy sources such as wind power.
Clients include the Jefferson Health System, the largest health care network in the Delaware Valley and the Christiana Care Healthcare System in Delaware. Utility Solutions, Inc (“ USI”) was founded by Arthur Morris and Lew Cohen. In Pennsylvania, USI assists a number of groups in aggregating the purchasing power of their members. These groups include over 100 municipal members of the Municipal Utility Alliance (MUA), approximately 40 industrial members of the Pennsylvania Foundry Association ( PFA), fifty colleges and university members of the Association of Independent Colleges and Universities of Pennsylvania (AICUP), and Lancaster and Harrisburg Chambers of Commerce.
In New York, he is affiliated with EnergyNext. EnergyNext, in conjunction with Tompkins and Tioga Counties, has structured an upstate energy alliance representing twenty-six counties as well as private entities. The New York Public Service has held out this program as among the finest in New York State. Other clients in New York include twenty Chambers of Commerce, numerous industrial customers, and non-profit nursing and elder care institutions, representing 300 facilities in every utility territory in the state.
He has also held positions with a number of organizations intimately involved with energy matters, including the United States Environmental Protection Agency, the New York State Energy Research and Development Authority, the Mitre Corporation, and Catalyst Energy Corporation.
He holds a PhD from Rensselaer Polytechnic Institute, a MS from George Washington University’s School of Engineering and Applied Sciences, and a BS from the State University of New York at Albany.
Edward P. Wilson, Director of Sales, Constellation NewEnergy
A graduate with distinction of the United States Naval Academy, Ed entered the naval nuclear power program after graduation and served as an engineering division officer aboard U.S.S. Florida, a nuclear powered ballistic missile submarine.
After completing U. S. Navy Nuclear Engineer qualifications, he left the service and joined Baltimore Gas & Electric (BGE), first at their Calvert Cliffs Nuclear Power Plant, then in their Marketing & Sales Division promoting energy conservation programs and power quality solutions.
In 1998 he moved to BGE’s energy services affiliate, Constellation Energy Source (CES) where he was active developing and promoting energy projects and services. His work included projects involving efficient lighting, power factor correction, compressed air, waste heat recovery, cogeneration strategies, and custom power solutions. Ed was also very active negotiating industrial electric contracts during the onset of deregulation in Maryland.
In 2003, Ed joined Constellation NewEnergy, first as a Business Development Manager then as Director of Sales. In these capacities has served some of the region’s largest customers; working with them to develop electric supply strategies tailored to their needs.
Ed holds an M.B.A. from Loyola College in Maryland. He is a former Certified Energy Manager.
Richard J. Manfredi, Executive Director, Bucks County Association of Township Officials
He is responsible for the business and public policy affairs of the association, which will soon begin its one hundred second year of representing the elected Township Officials throughout Bucks County, Pennsylvania.
Manfredi, who founded his Bucks County-based management and public affairs consulting company in 2004, managed the external affairs for a leading Mid-Atlantic region transportation construction and construction materials company for nine years, and served predominantly as a municipal manager prior to entering the private sector in 1995.
Richard is presently serving on the Hilltown Township Board of Supervisors and serves on the BCATO Board of Directors. He is a Gubernatorial appointee serving a third three year term on the PA Department of Environmental Protection's Citizens Advisory Council, and he is a voting member of the Pennsylvania Environmental Quality Board, which is responsible for adopting the PA Department of Environmental Protection's regulations. He holds a Bachelor of Science in Public Administration and a Master of Public Administration.
The Bucks County Association of Township Officials represent the Township officials
from the thirty Townships of the second class, in the fourth largest county in
Pennsylvania. The Association's purpose is to advance the best interests of the Townships of the second class in Bucks County, Pennsylvania.
