Colleen Deer, Vice-President from Mockenhaupt Benefits Group
Ms. Deer joined the firm in 1988 as an actuarial analyst. She is now the firm's Vice President responsible for communicating the results of actuarial valuations and studies to clients, the resolution of problems related to pension plans, and consulting on plan design and compliance issues for over 180 governmental pension plans.
Ms. Deer coordinates the marketing, advertising and Web site activities for the firm as well as publication of Public Employee Benefit Review (PEBR), the firm's newsletter. She also provides technical training to actuarial staff.
A highly requested speaker, Ms. Deer frequently makes presentations or serves as an instructor on pension training for municipal plan sponsors, state associations, the Local Government Academy and plan participants. She is also frequently called upon to testify as an expert witness at interest and grievance arbitration hearings.
Her work also involves consulting on various projects with state associations and organizations related to pensions and pension legislation. Ms. Deer co-authored the publication by the Department of Community and Economic Development, Pension Manual for Pennsylvania Local Government.
Jean Pugh, Director of Group Business Programs, PA League of Cities and Municipalities
Ms. Pugh joined the Pennsylvania League of Cities and Municipalities as Director of Group Business Programs in 2006, having previously served as the League’s Research Director after graduation. She is responsible for the management, development and oversight of the various League programs that assist municipalities in improving services and maximizing cost savings. Prior to her employment with PLCM, Ms. Pugh worked as a Development Assistant for Villa Madonna Academy. She also served as Assistant Manager in Upper Moreland Township and as the Mid-Atlantic Account Manager for the ICMA Retirement Corporation. Ms. Pugh received a Masters of Public Administration from the Institute of Public Administration at The Pennsylvania State University. A native of Allentown, she has lived throughout the U.S. and in Canada, and recently relocated to Harrisburg from Cincinnati, OH.
Art Morris, P.E., President, Utility Solutions Inc. & Keystone National Alliance Inc.
Mr. Morris serves as president of Utility Solutions, Inc. and Keystone National Alliance, Inc., and is a registered Professional Engineer (P.E.) in Pennsylvania with over thirty years of experience in the public and private sector, which includes designing, bidding and contracting for public works projects. He currently assists clients with their energy commodity procurement, energy savings solutions, economic development and business development needs.
Morris formally served as Board Chair of the Sustainable Energy Fund of Central Eastern Pennsylvania (SEFCEP) and Board Chair of Green Connexions, a fully owned, for-profit, subsidiary of SEFCEP. For twenty years, he served the City of Lancaster in various capacities including City Engineer, Public Works Director and Mayor (from 1980-1990). He was formerly the president of Acer Engineers & Consultants, Lancaster, and a research executive for Public Technology, Inc. in Washington, D.C. Morris recently served as the Chair of the Lancaster County Convention Center Authority. He is, also, the former chair of the NRC’s Advisory Committee for the Decontamination of Three Mile Island. Morris has also served as the president of the Pennsylvania League of Cities, and as a board member of the National League of Cities, and Public Technology, Inc. He holds a B.S. degree in Civil Engineering from Penn State University and an Honorary Doctor of Science from Franklin and Marshall College.
Morris was a charter member of the Martin Luther King Scholarship Committee and Lancaster Economic Action for Downtown’s Success (LEADS). He is a member and shareholder in Uptown Lancaster Economic Development Co., a minority business corporation in the city.
Edward P. Wilson, Director of Sales, Constellation NewEnergy
A graduate with distinction of the United States Naval Academy, Ed entered the naval nuclear power program after graduation and served as an engineering division officer aboard U.S.S. Florida, a nuclear powered ballistic missile submarine.
After completing U. S. Navy Nuclear Engineer qualifications, he left the service and joined Baltimore Gas & Electric (BGE), first at their Calvert Cliffs Nuclear Power Plant, then in their Marketing & Sales Division promoting energy conservation programs and power quality solutions.
In 1998 he moved to BGE’s energy services affiliate, Constellation Energy Source (CES) where he was active developing and promoting energy projects and services. His work included projects involving efficient lighting, power factor correction, compressed air, waste heat recovery, cogeneration strategies, and custom power solutions. Ed was also very active negotiating industrial electric contracts during the onset of deregulation in Maryland.
In 2003, Ed joined Constellation NewEnergy, first as a Business Development Manager then as Director of Sales. In these capacities has served some of the region’s largest customers; working with them to develop electric supply strategies tailored to their needs.
Ed holds an M.B.A. from Loyola College in Maryland. He is a former Certified Energy Manager. |
