- Rick Schuettler and Amy Sturges (PLCM) will speak on the evolving County wide optional sales tax initiative (which has been endorsed by all 5 municipal associations), give a status report on the state budget impasse, and update the Consortium on pension legislation in Harrisburg in addition to other important legislative updates.

Biographies
Richard Schuettler, Deputy Executive Director, PA League of Cities and Municipalities
Mr. Schuettler is the Deputy Executive Director of the Pennsylvania League of Cities and Municipalities where he is responsible for operations of all League Centers, including Trust/Benefit Services, Municipal Programs, Finance/Administration, Governmental Affairs and Communications. League services include insurance trusts, a labor advisory service, a cooperative purchasing program and other municipal programs. He also acts on behalf of the Executive Director when necessary. Prior to his employment with the League, Mr. Schuettler served as the City of Pottsville’s Administrator and a member trustee of the League’s Penn PRIME Municipal Insurance/Workers’ Compensation Trusts, as well as other League committees. He holds a B.S. Degree in Business Administration from King’s College and has received numerous certificates in various local government and public administration courses from the PA Department of Community Affairs, National League of Cities, International City/County Management Association and the Association for Pennsylvania Municipal Managers.
Amy Sturges, Director of Governmental Affairs, PA League of Cities and Municipalities
Ms. Sturges is the Director of Governmental Affairs for the Pennsylvania League of Cities and Municipalities. She is responsible for the functions of the legislative department and oversees the League’s policy making process. Amy is also the legislative representative for the PA State Association of Township Commissioners (PSATC); she oversees PLCM’s secretariat contact with PSATC and works closely with its Executive Committee. Ms. Sturges has been employed by PLCM since 1997. Amy holds a B.S. Degree from Indiana University of PA and a J.D. from Widener University School of Law |
