Timothy P. O’Reilly – Mr. O'Reilly, Esquire, is a labor relations attorney with Morgan, Lewis and Bockius in Philadelphia. Tim represents many Bucks County municipalities in collective bargaining, union organization, unfair labor practice, grievance arbitrations, discipline, and termination hearings. He will address the consortium membership on how law relates to municipal manager employment agreements.
